The ORS represents the public interest with regard to the regulation of investor-owned electric utilities in South Carolina; territorial matters which may involve municipal or electric distribution cooperative systems; and utility facility siting of transmission and generation facilities by any entity in South Carolina, with the exception of the S.C. Public Service Authority (Santee Cooper). Duties of the ORS encompass supervision of the provision of rates and services by all companies within the jurisdiction of the South Carolina Public Service Commission.
The ORS has limited authority regarding or responsibility for other utilities in South Carolina including municipal systems, electric cooperatives, and wholesale power generators. However, the ORS does monitor these areas in order to provide information to policy makers in the state. The ORS has no authority with respect to matters involving the activities of Santee Cooper.
