Electric distribution cooperatives are primarily self-governing utility companies. As such, there is limited jurisdiction by the S.C. Public Service Commission or the S.C. Office of Regulatory Staff. Municipal utilities are principally self-governing bodies that do not come under the jurisdiction of the S.C. Public Service Commission or the S.C. Office of Regulatory Staff except in limited circumstances involving territorial service rights issues.
